I think pid has it right. Property owners are doing this all over this country. Their property, their rules. Don't like it? Don't hunt there.
How is what afognak doing any different than what this state does with a guide license.........take a hunter hunting, need a guide license. Take a birder out to shoot photos, no license needed. Transporters.....Air charter service carries hunters, need a transporter license. Carry fisherman.......no license needed.
This sort of stuff goes on everywhere.
You guys want some cheese with that whine?
Hahaha.
