The fees are charged to access native corporation land only. There are public lands on Afognak as well where no access fees are required. I hunt the native land every year, and have been happy to pay them their access fee. It's their land. I choose to go there. I've been pleased that they allow me access at all, even for a fee. They could just close it, which is exactly what I'd do if I thought people were purposely using the land without abiding by the fee structure. No access would be much easier to police.

As for the value of one species or another....a large brown bear is worth more to them alive than dead. Ecotourism and photo opportunities are the trend of our times. For you to kill a bear on their land removes a very marketable resource. Elk? Not so much.

Don't ruin it for those of us willing to pay. Respect private property.
