When I was up on the Bering Coast many of the villages used VHF radios as a main source of communication.  Many of the villages monitor their "own" frequency, such as Shaktoolik if I remember correctly monitored channel 9 or 11. If we needed to inform the entire village of a happening at school we would just get on the VHF and make an announcement.  It is probably good that if you are near any villages to check and see if the village monitors a specific channel.
