Martentrapper,
I did not include ANILCA in the list of Congressional Acts because it does not change who owns and manages the wildlife or fisheries in Alaska.  In fact, ANILCA states in Section 1314 that it does not enlarge or diminish the authority of the State to manage fish and wildlife on public lands. However, you are correct in that ANILCA does provide the opportunity for local rural residents to engage in subsistence activities and your explanation of the different regulations between the State and the feds is spot on.  The purpose of my post was to clarify that the feds do not own or manage wildlife (except by an Act of Congress).  If you or anyone else would like to discuss ANILCA or State/federal differences, feel free to send me an e-mail.
