[ Return to Contents | Post a Reply | Post a new message ] NWR lands Posted by Mtnbeer on Jun 28 2005 National Wildlife Refuge lands are public lands and thus allow public access (as long as the access does not cause damage to resources). JCR is right in that there are inholdings within refuges, parks, forests, and other public land types. These can be owned by native corporations, private individuals or corporations, and even the state. In fact, most federal public land in Alaska has inholdings. However, just to clarify a point (and one that is easily misunderstood because of subsistence). That is that the State of Alaska owns all fish and wildlife in the State regardless of land ownership, unless modified by an act of Congress (Migratory Birds, Bald Eagles, Endangered Species, and Marine Mammals are the only ones I can think of). As such, the State of Alaska through the Board of Game sets bag limits and hunting seasons for all lands. The only time the federal government sets bag limits or hunting seasons is if there is a federal subsistence priority on federal lands. Even then, the feds do not manage the wildlife or fish, they only get to control who has first access to those resources. Hope this clarifies.
