NWR land is NOT native land, but they do have inholdings inside the refuges, just like other private land holders. They can restrict, prohibit or charge access fees on their land. The same is true of park, preserve and national forest lands. Native corps often hold large tracts along major waterways, making in difficult to access the land around those areas, but the state still maintains rights to navigable water corridors.
