ok, i've been told two different things now....I was under the impression that the NWR were public lands open to public hunting per the Ak hunting regs/seasons, etc...

BUT, now, someone told me that the NWR were controlled by the alaskan natives and that you had to have THEIR permission to go there...this does not seem like anything that i have read...any insight?
