In years past you could get a printed copy of the proposals from Fish and Game. That is a thing of the past now because of the cost of printing. Computers are almost becoming mandatory in a lot of ways. I know some Fish and Game employees monitor this forum. Hopefully one of them will carry Daveinthebush's suggestion to make the files smaller for easier downloading. Perhaps they could take it a step further and have an index with a brief description of each proposal. They could then provide a link to that proposal so it could be looked at individually.
Fortunately I just bit the bullet and got the slow version DSL. It makes looking at all the state websites so much easier.
