Also no bait until July 1, unless another EO.  I wrap my K16's (in july) with sardines or herring fillets.  just fillet them out cut in little chunks about 1' long or so, cut a little slicein the fillet to fit around the hook the treble was on on the underside of the kwik fish and then wrap with special line found at the tackle shops.  Make sure they are pretty uniform in size, width etc. so it doesnt interfer with the action.  I also use some scents, again personal preference...
