You can rent boats in Whittier from Whittier Boat and Tackle Rentals. I am sure they have 2 boats they rent. 20 footers, aluminum, nice boats.
1-866-ONRBOAT. I imagine they will go fast and you should reserve asap. As far as maps go I havent heard of any that give you fishing info. Your 16' should be ok if the weather is favorable, but that could change in  
an instant. I would read what other have to say as well.
