egg sacks?

i am taking my first trip to alaska the first week of september on the kenai peninsula. i am an experienced great lakes tributary salmon and steelhead fisherman using both fly and spinning gear. drifting egg sacks is a common technique we use for steelhead and coho in the great lakes tribs, but from what i have been reading it looks to be illegal to use eggs sacks on most kenai pen. rivers in september.  i hope to fish anchor river, deep creek, russian river....can somebody tell me for sure if eggs sacks are legal?  how about using cone heads on wooly buggers or weighted flies? thanks
