I don't do a ton of conehead tying however I've done a few conehead muddlers.  I've noticed similar problems as yourself.  The conehead muddlers I am tying have a spun deer hair collar right behind the cone.  If you pack in the deer hair good the cone itself wont move.  I would think this would pertain to any material you are using, the tighter you can get it in behind the cone the better (similar to using round beads with a tapered hole).  Takes a ton of thread to do this or a larger diameter thread.  Which btw I do switch to due to the spinning process but also because you cant see it and it does fill that gap much quicker.  Something like danville fly master plus where I'd normally tie the same fly without the cone using 3/0 waxed monocord.

If you are tying say a conehead bunny leech or something similar where you are wrapping up to the cone. Take an extra wrap right there and see if it helps.  Make sure the wraps are tight on the hook and bring them right tight up against the cone.  Also besure the cone is pushed forward all the way .

Max is right the fish dont care, however depending on the fly it might ruin it!  If that cone mooves enough and wears on the thread wraps, which it will, it will cut them loose and poof goes your fly.
