To be honest they do, and they do quite often. Much more often then you'd think. The big thing is you can't expect this to happen in wates the fish can't see your offereings, or in areas where fish are getting pounded literally (ie russian).
We've had reds chase flies acrossed pools for a beadhead lantern fly. Have had them hammer spin and glos, fuschia bunny flies, sockeye orange and greens.
The one reason you dont see more biting sockeye on the russian is the size of the offerings. You MUST go small. In dirtier water you can get away with a bigger offering however it seems like in the main stream kenai or klutina rivers I've only seen a few fish that actually took the fly. The only reason I can think of is visibility.
There's a fella from kodiak ranting and raving about how he's hammering reds and they're hammering right back. Jim Teeny also did a show chasing reds showing they do bite. The consenus seems to be much moreso in areas they are not getting hammered and clear water with small flies.
As far as snagging and lining is concerned, anything that a hook is not in the mouth is snagged, it does not specify which way the point of entry is relative to the hook or fish. Ie hooking them inside out or rightside in. I believe trying to get fish and game or the troopers to come to some kind of consenus on this would be somethign to the equivalant of getting fish and game to come up with a good full curl law for sheep. Seems easy enough, in theory.
