Reds bit? Lining legal?

Reds will bite as we've had them take down plugs before on the Kasilof and a fair number of guides down there will catch them on Glo's & eggs too.  Not a very common occurance, but I know of a dozen or so that happened this year.  I'll admit though, it is not very common at all, but it does happen.

As for lining being legal...it is, but I agree with the fuzzy area there.  Basically the intent of that regulation pertains to the guy going down there with pencil lead wrapped around a big ol treble hook. Or for someone who's fishing a clear stream and waits until their lure gets near the fish and tries to "force feed" (ie. yanking the rod as soon as it gets near the head) the fish. Some of the guys flipping that do a big rip at the end of the drift COULD get a ticket for attempting to snag.  
Flipping a fly upstream and setting the hook when you feel a fish though is a little different. Eventhough you are bascially "force feeding" the fish in this instance as well (ie. line sliding through the mouth until the fish is hooked...usually outside in) it doesn't quite fall into the same category as attempting to snag.  I think the difference may lay in the intention of your actions.  To me, ripping a hook through the water is an intentional attempt to snag a fish, while lining (without the big rip) is an attempt to catch them in the mouths, eventhough it's basically still a snag.
