Is lining legal?

As was said, reds rarely bite.  But I had two experiences this summer that had me scratching my head.  Both happened on the Goodnews River.  We caught one red on a Pixee spoon with a red insert- he chased it and bit it.  We had several other follow-ups on Pixee spoons.  I've never seen this happen before.  On the same trip I caught a large male red on a chartreuse coho fly, but the fly was way down in his throat.  I think he tried to inhale it.  I've caught hundreds of reds over the years, but nave never had one do that before.

Lining is the most common method of catching reds with sport tackle.  This begs the question of whether it's legal to do so?  The regulations state that it's against the law to snag or attempt to snag.  If we're attempting to snag them in the mouth, is this okay?  I've often wondered this, but I don't think I've ever seen anyone getting a ticket for it.  Is there a Wildlife Protection officer out there who can shed some light on this?  If it's okay to snag them in the mouth (about the only way you can catch reds) then perhaps the regs should be changed to allow it?  On the other hand, if they did that I think we'd see a lot more reds snagged elsewhere.  So how about it, Troopers?  What's your take?  Same goes for any regulations folks with ADFG.  What's the intent of the law on this?
