Phocena Bay?

I want to know if anyone has ever fished here for bottom fish, Halibut, Red Snapper, and Lingcod. I will probably be staying at the Forest Service cabin here, what type of boat do you need for this? It says on the fact sheet fishing is done out side of the bay, just in general how do you catch these fish and what kind of spot would they be in (ie water depth, cover, close or away from shore).
