Your argument that the commercial fishermen should pay more because they get more out of the resource doesn't work with halibut fishermen, if indeed the increased cost is going to build and run hatcheries.  There is no halibut hatchery program, so your initial argument doesn't hold water for that portion of commercial fishermen.

Besides, a commercial fishing crew license has been $60 in years past, compared to $15 for a sport fishing licence.  Doing the math, that works out to commerical fishermen paying 4 times as much for a license.  

On another note, talking about commercial fishermen paying their "fair share" is a slap in the face to the thousands of small-boat commercial fishermen that have completely lost their livelihoods in the past decade or so.  Yeah, there are a few big boats that do great financially under the current system, and perhaps there needs to be some adjustments as far as that is concerned.  But making blanket statements that cast commercial fishermen as people awash in cash and unfairly getting by with not paying their dues...well, my friend, tell that to those who have lost not only their boats, but their homes as well.  Oh no, us poor sport fishermen will have to pay a few dollars more to have access to some of the most incredible fishing in the world.  Heck, send me the bill...I'd pay your share of the increase too, as it is absolutely worth every dime for what we get out of it.
