regulation enforcement in Seward

I spoke to the new Fish and Wildlife enforcement guy in Seward. He is a very nice guy but is determined to enforce all fish and game laws. This is something new for Seward, in the past the guys didn't spend that much time writing tickets for small sport fishing violations as they did explaining the rules. Either way is fine, as long as you know that the warnings of the past will probably be tickets in the future.
He has a great new boat for patroling and from our conversation, if you fish in Seward, you will meet him....His big concerns are over harvest of silver salmon outside the bay( more than 3 per person) and people running charters that are doing so without all the paperwork ( licenses, insurance, etc...)
