Since in this part of the world, fishermen are all guilty until proven innocent, we have laws which make it necessary to prove to the fish cops that you haven`t violated the laws.  Concensus indicates that you can do what u want to your fish as long as u have enuf body parts left to verify that you have only caught your limit. For halibut, as previous writers have mentioned, save the four "fletches" or filets so they add up to 4 per fish-2 white side-2 camo side.
