When I fish out of Seward and the silvers are in the Bay, I generally fish first outside the Bay and then inside on the way back.  That way I can get my halibut and then get my 3 silvers outside the Bay and then come in and get my remaining 3 silvers (or get all 6 silvers inside the Bay while heading in).  If you fish inside the Bay first, and lets say you get more than 3 silvers, you then can't go outside for halibut because you'd be in waters where the limit of silvers is 3 and you have 4 with you.  If you get a Ling while outside, then you have to stay outside if you want to fish because you can't fish for Lings inside and you can't fish for anything inside if you've brought in a Ling from outside.  My head hurts.  I'm done.
