Given the choice of the the two locations for halibut I would choose Seward simply because to me it is so much more beautiful. You will pass glaciers, sea lion rookeries, cliffs thick with puffins and other seabirds.  I went with crackerjack charters and had a great day (100 lbs of meat between 3 fishermen)despite the fact that other boats were pretty much getting skunked (bad weather ). The weather out of Seward can pick up pretty quick.

Homer,deep creek, ninilchik will all be closer and offer some great fishing. Of course you could do both if you really want to see alaska.
