Are you talking about the salmon commercial fleet and salmon fish farms?  
That doesn't have anything to do with halibut.

The halibut fleet stops fishing from November 15th through late-Febuary/early-March.

Neither charters or commercial boats can fish in a certain area around Sitka.  That's reserved for local use.  So they are not contributing to a decline around here.

I disagree with charter IFQ's, but I want to completely understand what your saying here.
