Snagging in whittier was actually stopped after the 2002 fishing season. It was stopped in the harbor from damage being done to boats. There was also a problem with people going to the harbor to get on their boat, only to find unknown people on the boat.
Something to think about concerning the whittier silvers, kings return with them.. in '03 we ended up our silver limit (6) that were actually kings. We were getting kings at a 2:1 ration over the silvers.. Snagging in saltwater is legal, with the exception of whittier harbor. Fishermen can still snag silvers in whittier.. by the fuel tanks is a stream that silvers return too.. don't know if they are salted or if they are native to the stream..
