The Jon will be considerably more stable (I have a 16' with 40hp jet) I had a 10' semi-v which was VERY scary sometimes depending on who was in the boat with me (the kids or my 95# german shepard).  The 15hp prop should push a 14' along just fine.  You might try to find a tunnel hull if you are going to be running a prop.  It will give you a couple more inches when you hit the little su at a low water time.
