DIY Chartplotter

Does anyone have any experience converting a laptop or handheld PC into a GPS chartplotter? Apparently NOAA has released Electronic Navigation Charts (ENC format) of all US waters to the public for download. There are many inexpensive (<$200) softwares now available that are compatible with ENC files and are configured to use most GPS receivers. Commonly called a GPS mouse, a GPS receiver can plug directly into a USB port on your laptop, or pocket PC, etc. These things are small, easy to use, and cost less than $100. In summary, it appears you could build a decent GPS chartplotter for $300 (assuming you already have a laptop). Would like to hear your comments on this.
