Shrimp thieves are not new in Whittier. We commercial fished the sound before the oil spill and the thieves were busy then. From our experience , we decided most of the thieves were other commercial fisherman and Whittier locals. We ran strings of 10/20 pots and you can't pull 20 pots without the proper gear. The thieves would dump all the pots back in at one time; creating one hell of a tangled mess. Sometimes this would also cause the pots to hangup on the bottom; causing a loss of valuable gear. We caught someone pulling a string---we were too far away(and our boat was too slow)---couldn't  make a positive id on the boat(nothing that would stand up in court). Between broadcasting on the radio and a several FMJ messages---they got the message---dumped the gear and fled.
