50/35 prop pitch?

I have a 50/35 Honda and currently have a 11 pitch prop on a Koffler Lite Sled.  Approx. 1100# boat.  I have a performance question.  With three adults in the boat it seems to operate great, but threw 5 and then tried 4 people in the boat and could never get anywhere.  Boat never wanted to get up on plain and seem to sit in the water and push forward.  I know I need to do something to increase RPM, which right now I'm getting 3500-3600 RPM's.  I was curious if anyone else has had this problem and what they did about it.  Does anyone have this same motor and what prop do you use.  Any answers would help.
