Your problem won't be solved with the tohatsu because you'll still be getting only a little over 20hp at the jet same as the mercury 25/20.  On a 17' foot inflatable that would be way underpowered for 2 guys and gear.  I too have run out of power with my jet ranger (which is only 13') and 25/20 merc.  But to get any hp gain like you said you would have to go to the bigger powerhead and that makes it a non-portable boat.  If your gonna be buying a jet ranger or traveler it will be for portability not power.
