I was going from memory on what I saw on the TV re: running it at the dock.  He may have run it in the parking lot after all.  If he ran it in the lot without hooking up a water source then he was a fool or ignorant. Would have overheated the engine and burned up his impeller in no time, I would think.  Always a good idea to have a kicker.
