the quote in the paper was "Joseph said he tested his engine by letting it run about a half-hour in the boat launch parking lot before putting in at the silty shoreline of Cook Inlet around 10 a.m". that doesn't sound like he was in the water.
lots of boats launch there. to fish Little and Big Su rivers. to fish the mouth of Ship creek. lots of PWC's just to go out and play. as long as you flush afterwards, there isn't any harm done.
