I was going to say that if you want to use it to piddle around on area lakes (while wearing a good PFD), then fix it.  And if you were wanting to use it offshore (or use it in rough water), then toss it and get a new(er) inflatable.  But as much money as it would take to fix it, why spend that much to piddle around in it?  And if you want to go offshore or use it in rough water, it's not worth risking your life on.  There comes a time in any object's life when it's too old or worn to throw money at to fix.  Break Out Another Thousand (BOAT).
