Two Choices

I think you have two choices here. Perhaps someone else sees another angle on this, but this is what I see:
1. Use a prop motor on this boat. Your inflatable floor is being pushed in by water pressure, which generates a large "bubble" just in front of the transom. As the air in this bubble bleeds aft across the bottom edge of the transom, it's feeding air directly to your jet intake. That's why your jet is sucking wind. A prop gets you below this area and should work fine. You might consider selling that jet motor to someone looking for an AIRE Power Traveler, as that motor is a great choice for the Power Traveler.
2. Purchase a different boat. To properly run a jet motor on an inflatable boat you need several things, but the main thing is to have a sturdy air floor. This keeps the floor rigid and prevents the air bubble from forming. The AIRE Power Traveler is an excellent choice, or you could have a look at Jim King's Alaska Series inflatable sportboats. They all have what appear to be very strong inflatable floors.
