Problems with my inflateable?20 merc jet

Just received my first boat,its a 12.5' mercury hypalon hd with a 20 jet.
Problem 1, the jet cavitates bad when the passanger sits anywhere infront of the seat. we have lowered the motor to the point where the shoe starts to drag and as soon as the boat starts planing it cavitates

Problem 2, I have a feeling the motor is too small, three persons averaging 165lbs and it wont plane. I only have 3/4 of a tank in it so maybe I should try to upgrade? The problem is is that there isn't any other obvious jet outboard on the market, another 10 horse would probably do.

I really like the boat,it looks like an adventurous future for me, but it would be nice to bring a friend or two. Any help would be great,i think I may need it!
