Detuning a 55 Johnson to 35hp for the Kenai

I have the opportunity to get a mid 1980's 55hp Johnson outboard for my fishing boat. Has anyone detuned a 55 down to 35 for the Kenai. Is there a part that I can buy and stickers to be legal? Thanks for the advice.
