All you need is a good dvm a peace of zinc and copper or silver to make your measurement. The problem is how do you make the proper measurement and if your polarity is CORRECT.

One other thing saying that a voltage between .9 and 1.1v is protecting your boat can be very missleading.

If you do everything correct and your neighbor has a problem it could cause you a major problem by eating your zincs up and there is nothing you can do to make him fix the problem.
I made a so called tube for $10. If you want I can tell you how.
