I about flipped out when you posted the answer Ak Steve.  I expected you had some  secret set up that got great mileage.  My buddies 28 ft bowpicker with a big block motor burns at a similar rate as yours.  His glass boat is quite heavy which doesn't help on the burn rate.  Newer fuel injection motors w/ electronic ignition seem to do a lot better. On the up side if the boats paid for, fuel costs ain't so bad.
