HP loss of jet is AFTER the prop shaft

The jet propulsion system on an outboard motor looses it's efficiency AFTER the prop shaft.  The HP rating of the Honda 35 hp jet motor equates to 50 HP at the power head, 50 HP down through the drive shaft or "prop shaft" and remains at 50 HP at the impellar.  The loss in HP is realized AFTER the impellar due to clearance requirements between the impellar and sleeve, flexibilty of the impellar when it meets the resistance of the water, etc.  Bottom line...whether you measure the HP at the power head or at the prop shaft, you will see 50 hp.  Nowhere in the regs does it mention "final realized output".
