The final answer

They were quick to respond :
Unfortunately the Honda Jet 35 in its original configuration is not legal for the Kenai River. The regulation that governs outboard motor use on the Kenai River considers the propshaft rating as the standard horsepower rating for all outboards.  This is measured at the last output driveshaft of the engine. In this case the Honda Jet 35 is propshaft rated at  50 hp (see engine specifications). The addition of a jet unit, factory or otherwise has no bearing on the hp output. Check with your Honda dealership as this engine can be  "detuned"  by exchanging a part of the throttle linkage. I hope this helps. If you need further information don't hesitate to call or write.
Sincerely,
Bill Berkhahn
Kenai River District Ranger
