Still Confusing to Me

This post I believe is a response to the guy in a different thread who asked if a "NIB" Honda 35 jet was legal.  It would appear to me that the manufacturer, Honda, rated and labeled the motor at 35 hp.  The fact that the motor is based on Honda's 50 hp powerhead is not an issue.  Honda doesn't mark it 50/35 jet (a common convention with other manufacturers), Honda markets and sells it as a 35 hp motor.

(f) In this section, "propshaft horsepower rating" and "equivalent propshaft horsepower rating" mean either the boat motor's original manufacturer rated and labeled horsepower

Bottom line, I don't see how you've cleared up the confusion.
